I was walking around the S.S. anne exploring before I went back to heal all of my pokemon since I was on one left with very little HP then this guy Fred challenges me to a fight and then without any option to decline he says we wager 10k on this fight, and of course I die and now I've lost all my money

The way back to healing has no encounters, though?

I wasn't expecting an encounter I couldn't avoid in any of the rooms so I was quickly exploring everything before healing

You realize that it's your own fault, right? The most logical thing to do is to heal first then explore.

But why would there be an NPC that just takes 10k from me without any warning?

On a side note... if you didn't beat him he wouldn't give you 10k.
