stuck on sinnoh quest

So i was doing the quest to go to Sinnoh and i lost to Pluton and all the npc's dissapeared as well as Paul in lilycove . Is there a way i can restart the quest or rematch Pluton?

You should be able to rematch Pluton by going to Route 103.
