Weather turn bug

So the bug is

between two weather setters..

if one is slower than the other.

For example hippodown vs ninetails.

Then the sun should set 1st and after that sand.

Which means sand should be active weather.

But its the exact opposite and sun is active weather.

Hope it gets fixed.
