If you lose to Jackson, you're supposed to talk to Jackson's mom at his house in Pallet Town to be able to continue the story. I'm pretty sure the lady at the school counter already told you what to do next. For future references, please read every single NPC dialogues. They're there to guide you through the story. If you happen to miss it, you can also check one of the walkthroughs made by players on the Guide Section of the forum. I will lock the topic for now.
