I have beaten giovanni, and beaten every trainer in the hideout. When i click on the capsule things that eevee should be in it tells me theyre empty. Is it possible im not doing something correctly or is this in fact a bug?

just try all capsules, one of them has eevee.

Check all of the capsules in the building. Normally it is in the two behind Gio. But if it isn't check the other floors.
