Hello, I started the Alakazite quest by driving the Abra outside of the casino. Then I proceeded to Mt.Coronet Summit but the dialogue with the Alakazam seems to only say "Alakazam is busy meditating." There is no option to give him a Kelpsy Berry. I believe there is a bug of some sort; thank you

Did you talk to the Casino Owner after chasing Abra out of the Veilstone Casino? If so, try interacting with the hiker next to the meditating Alakazam once you reach Mt. Coronet Summit. You should then be able to initiate a conversation with Alakazam.
