Thank you for taking the time to report this issue and sorry for any convenience that it may have caused. After some testing, it appears that all Alolan Pokémon that should learn Foul Play via Move Tutor are currently unable to do so. This problem has been forwarded to our Developers and will hopefully be fixed soon.
