Thank you for your report and sorry for the inconvenience. Currently, Rattata can (re)learn Scary Face when it shouldn't at all. The correct behavior should be Raticate learning it when it evolves and having the option to relearn it at any given time. Our Developers are already aware of the issue, but there is no ETA as to when it will be fixed.
