Hello,

 

Just want to inform you that what you are experiencing is not a bug/glitch. When you start conversation with him, he will tell you that if you decide to not teach your Pokemon a move that you will [glow=red]not[/glow] be refunded. You should always check online sources to see what moves they are capable of learning and which one's you want them to learn before proceeding.
