I heard that you need the 8th hoenn badge to be able to climb water fall. But in tohjo falls and mt.silver, i was climbing it freely while having only johto badges. 
I don’t know if it’s a game function or a bug. If it’s a bug i hope you will have a look on it.

Oh sorry. But i was able to warterfall without going hoenn, too. Also i can rock climb without 8th sinnoh badge
