Adventurer Cletus should have told you why you did not receive the Lucarionite, as it would appear that you do not currently possess the Mega Bracelet. As soon as you obtain it, you can receive the Lucarionite by interacting with Assistant Theodor in Vermilion Library. If you have any further questions, please let us know.
