Route 17 Locked

So I went to back to route 17 after saving Mr. Fuji and speaking to him, but it won't allow me to enter despite the fact that I own a bicycle already. (Before running into route 17). Did I miss something? Or is it a bug?

Can you try get the 5th badge in Fuchsia City and try enter route 17 again?
