Stuck on Four Island

Explored the entire island for "Gang members" but there is none.

What have you already tried to solve the problem?

Tried to ask ask people in game for help.

Description and Message

I'm stuck on Four Island, not sure if I'm missing something but I've been all through ICefall cave there is no one in there, and there i've spoken to everyone outside of the cave trying to figure out where I need to go, I even defeated the trickster who is disguised as a tree. So far I am at a complete loss and I can't leave the island until I deal with the "Gang threat" which seems non exsistant.

I've been going through the islands one at a time, started with one, then two, three, etc. Now stuck on four not sure how I progress further.
