Hey guys one of the mods told me that there was a PP UP vendor somewhere is Cerulean Cave but I cannot find him. Can anyone tell me what floor he might be on? I searched the forums and guide post everywhere but no one seems to mentions this guy.

Yup, it from NPC selling. However, you can buy it from players from 5-10k :Grin:
