Me and my friend have been looking over this, apparently in Red and Blue there was an NPC who said this. A magazine at the time also said this. But nowhere else is it confirmed on any other games, the internet hasn't been much help either... :Cry:

It completly depends on the moves, not because they are learnt by TM, Tutor or level.

 

Every skill has different effects and power that are affected by the type of the pokemon and your foe.

 

I suggest you to look for the skill you want in serebii or smogon :Grin:
