For enter Mt.silver, You will need be a champion on both Kanto and Johto

 

I am already got 16 budges and beat E4....but I still can not entre Mt/silver..Can you tell me what I missed? Thank you so much!

And are you looking at the right place? The access to route 28 is near the one to victory road, where south leads to johto; in there, just go west

e4 kanto on right and e4 johto on left in indigo ^^ You need to be both Kanto and Johto E4 for go to mt.silver

In your case, you miss e4 Johto. That is why you cannot go in Mt.silver

In your case, you miss e4 Johto. That is why you cannot go in Mt.silver
