blissey is in ballroom u hav to find her and take the secret potion to the captain.

Go in kitchen, search in thrash, and then talk to Doctor... then go talk to that guy with Kadabra, and after u will find Blissey in Ballroom(upstairs). Good luck! :)

the blissey appears after you have spoken to the guy in the kitchen and the another one in a room with a Kadabra (sorry i do not know their names). So if u already talk those guys, Blissey will be in a large room same place as the drink seeller, you will find she < \/. (sorry for my bad english).
