What have you done before the problem was there?

I defeated the gym leader Misty and I was told that I can now cut at will and to talk to the colleague at the door to get the move, unless she meant to get bubblebeam.

 

What have you already tried to solve the problem?

Either way I have no idea if there is a certain spot to recieve cut or something like that but I'd like to take on the next gym leader and require cut. Anyone know where or how I can get it?
