what does the IV-EV stats do? and how/can you raise those?

IVs are stats that a pokemon are "born with" and you cant do anything to change them without breeding. EVs are "Effort Value" and those raise depending on the pokemon you kill. For example.. killing a Pidgey will give you 1 speed EV and Pidgeottos give you 2 speed EVs. So if you want to EV train a pokemons speed stat, you would just kill pokemon who yeild that ev :)
