There are EV berries in game which reduce an EV stats. Than you can reassign those points where you want by training your pokemon.

Ofc there is u have ev reducing berrys. U can find them on viridian maze, berry tower and u can buy them on goldenrod on berryshop (search forum for detailed info)

 

Also to increase evs on the right stats id recommend this list
