Catch Feebs with a "Good Rod"

I wanted to get myself a feebas but i dont really want to spent 5k on Safari Zone and then find out that a good rod cant catch a feebas.

 

So is it possible or nah ? :D

I would invest in a super rod first, but feebas is always rare so don't expect to find them readily. Good luck.
