Got a magikarp from the magikarp seller and i’ve been in the caves using the hydro pump to beat ground types and get xp, when is the best level to evolve it cus i know if i evolve it he’ll be harder to level up

You can evolve your Magikarp early. Just focus on it during the story and you will get the needed exp. Meanwhile catch a Gastly (don't evolve him) and train only 3-4 pokemon. You will clear Kanto with ease.
