I want to know is Kyurem quest a requirement in Victini quest? 

I have completed all mini games, defeated the mini game boss as well.

I have complete dex of Unova region.

 

Since I only have little over 200hr of gameplay, I cannot catch Kyurem. And I think it is the obstacle that I cannnot find damon.

Can anyone verify this?

    You need kyurem to be able to do zekrom quest which is needed before you can start victini quest. The mini games and rocket hideout is a separate quest and not necessarily needed to be done before catching victini
