Can't teach Mimikyu drain punch

I can't teach mimikyu drain punch it says mimikyu can't use tm. However, I play online pvp and other players have this move. I tried to go to egg move move relearner. It doesn't make sense that other players can have this move but I can't. I also can't teach my scizor superpower. What is going on !?

This is not bug.

There are many ways you can teach a pokemon moves specially being TMs and Move Tutors. While Mimikyu cannot learn Drain Punch via TM you can teach him through Move Tutor. You can find Drain Punch Tutor in Lilycove Department Store 5F for $8,000.

 

It is similar for Scizor as well. You can teach him Superpower via Move Tutor located at Dewford House 2 for $7,500.
