This is for the excavation quest.

 

On almost every youtube guide i have seen the player gets the shard from the rock on their first try.

I have been to every site and smashed the rocks repeatedly and only gotten shards from one. Is it just a case of bad rng or something wrong on my end?

Everything you find at excavation sites, completely depends on your RNG.

There's no problem in smashing a rock, relogging and smashing it again. Remember that each rock respawns after 20 hours.

 

Just in case, if you think that relogging improves or resets your RNG and will help you to get shards faster then unfortunately no, it doesn't work like that.

Smashing rocks for the shards to unlock the excavation cooldown isn't 20 hours. 20 hours is for the rocks INSIDE the excavations. By the rocks i mean the smashable ones surrounding the areas that you have to break to get shards to show to fossil expert charles or whatever to unlock.
