Cannot evolve my golbat to crobat

I evolved my zubat to golbat on lvl 98 and proceed using rare candy to evolve to crobat with my golbat having max happiness. However, the evolve notification didnt show up. So, I relog and tried using rare candy on my lvl 99 golbat and I have checked it being 255 happiness. But I still can't evolve my golbat to crobat. So, now I'm stuck with a lvl 100 golbat.

Kill your golbat and lvl it again holding soothe bell. It should help
