Unfortunately, there is no de-evolving service available at the moment that we can offer you. Sorry to disappoint you and hope you will understand. 

For Tyrant, as it is now of level 100, you have to feed it Mysterious Candy, which can be bought at any department store for 5000 pokedollars each, during daytime i.e. between 10:00-20:00 poketime.
