have a haunter in lvl 76 that tries to evolve by tradeo but does not evolve spend a rare candy to see if it was for the level but it did not work. The same thing happens to me with a seadra with a dragon scale and it does not evolve.

While trying to evolve your Pokemon through trade, you or the player with whom you are trading must have an empty party slot. In case neither of you has an empty party slot, the trade evolution will not take place. 

 

Now, can you please try to trade your Haunter and Seadra (ofc, holding dragon scale) while you and the player with whom you are trading have an empty slot in their party and see if your Pokemon evolve this time? Also, be sure to restart your client before trading to avoid the evolution stuck bug. Let us know how thing turns out after trading once again.
