Bullet punch seems glitched

Scizor using bullet punch just outspeeded a 255 speed mamoswine using ice shard in ranked pvp. As far as I know scizor shouldnt be able to have more than 251 speed so theres something wrong with one of the moves, a friend also had a similar situation with bullet punch so guessing thats it but could just be ice shard.

Bullet Punch has an increased Priority also.

 

So it will come down to speed here, now Scizor can have speeds of 121 - 251

Mammoswine can have 148 - 284

 

So it is quite possible it could of went first if Scizor had boosted, or is EV trained for speed and the Mammoswine was not.
