Hey guys i have eve and i want to train it envolve to Sylveon. currently my eevee friendless rate is "255" and the move only have " quick attack , tackle , charm & baby doll eye" which is fairy type attack. the level now is 31. i don't know what should i do !! need help >"<

As of now you can't evolve eevee into Sylveon, Glaceon or Leafeon. this has not been coded properly yet!

The only way to get those 3 eeveelutions is by catching them in their respective area's.

this is correct! you cannot evolve eevee in glaceon, Leafeon or Sylveon but you can catch those 3 later on.
