I sincerely apologise for my late reply. Unless otherwise specified, all Normal NPCs have a cooldown of 7 in-real-life days. Different cooldowns are applied to some other NPCs, such as bosses. 

To know changes to Normal NPCs after the cooldown you can read this Trainer Rework thread.
