Issues collecting fragments for the archaeologist permit

Hello Mods!

I have an issue where I seem to be unable to collect fragments to get the archaeologist permit. I am the Hoenn champion, and I have both the pickaxe and a pokemon with rock smash. I talked to the ruin maniac guy 3 times now as well. But whenever I go to the six sites and smash rocks to get the fragments, I don't get a dialogue box saying i received any. I have tried 6 times at the desert site specifically now to see if I can get one. I also went to all 6 sites just in case I was getting them but without dialogue, and the ruin maniac still says I need to collect them. I can't find anything online or anyone in the discord who can tell me if the fragments are rare drops or not, but the youtube videos I have watched seem to suggest they are now.

Any idea what might be causing this?

I used to have the same problem. For me the solve was to press space again after smashing the rocks. Like if you would search in the debris after smashing the rocks.
