I went exploring through the 6 islands that you can travel to from Vermillion and I think I'm locked into Four Island? The bodyguards block the boat to leave saying "due to recent biker gang activities nobody is allowed to leave the island". The only npc I'm able to battle is behind a rock I can smash disguised as a tree. When I explore the ice caves there are no npc's to fight other than random encounters. The only thing I can think is that I'm here too early and can't go up the waterfall to progress because I do not own the HM yet. I've been stuck here 2 hours trying to leave or even figure out what I'm missing and I believe it's the necessary HM for me to have the ability to leave in the first place. I don't know if I'm able to be force relocated off the island but until then I am unable to get off of Four Island. Please help, thank you.

Can you find Poison-Cloud gang leader inside the pokecenter?

Talking to the NPC will trigger the quest.

Please try this out and let me know if you face any issues.
