Chinglings evo will be triggered when he reaches max. happiness during nighttime (20:00 - 4:00 Poketime). So there is no need for level up.

 

Please try the following:

1. wait for nighttime

2. let Chingling faint in a wild battle - NPC battles or battles with other players will not work

3. make sure it worked by checking its happiness (should be 250 now) - if it didn't work try again till it's 250

4. (optional) close the game and restart it

5. heal up at any PC

6. bring happiness back to 255 during nighttime (can use soothe bell to reach it faster)
