I used to be able to access trainers valley before but the npc at the train station didn't give the option to go to TV, which kinda wasted 5k.

Trainer Valley go by train in Safforn city (120 kanto pokes and 38 evolved pokes, beat Red in Mt.silver) Please check out all requirement...

You didnt need to beat red til 2 days ago, but it was supposed to be like this. Atleast on blueserver it was like this, arnie said he didnt know about this "bug" and since he knew, he fixed it.

 

tldr -> u now need to beat red again.
