I found all three PC's at the end of the Hoenn Teleport Quest, and summoned Wally at the 3rd PC in Sootopolis City. I lost to him. When I checked back there is no way to retry (this was a while ago). Today I have checked every city I'm convinced its a bug now I cant find Wally to progress the quest.

 

2 Questions. What usually happens when you lose to wally? and Is there a way to reset the PCs?

It seems that you are missing one last pc.

It sure is annoing, but please check them again. You may even want to do a list and checkmark which ones you have and which ones not. Make sure to not miss 'odd' places.
