Need a help with jirachi quest

I has 210 evolution,200 play time, has caught data of  pokemon from (001-386), 

Caught mew and celebi and seen data of other legendaries. The stone in the moon I can't use it to catch jirachi. 

Can anyone help me with what am I missing at this point of quest
