Thank you for taking the time to report the issue. Your case is checked and it appears that there is no bug within, both sides Mega-Lopunny reached max speed in fact, yours lost the speed tie against him, which explains why his Mega-Lopunny went first. Though you mentioned of seeing a 28-speed Lopunny, that was definitely not the actual Lopunny you fought against in that battle.
