This would depend on the generation of the move implemented in pro. In gen 6 it has a 100% chance to confuse the target. However in the previous gens it worked differently. You could record some audio with your nintendo and the confusion chance of chatter would scale directly with the audio volume and if there was no audio the chances would be zero.

 

So whether or not this is a bug would depend on if the version in pro is 6th gen or not.
