The eevee the sergeant 'gives' you isn't an actual pokemon. When he says that its just a trigger to allow you to continue with the quest. So it shouldn't have appeared in your party/box. You said you completed the casino, which I assume meant you have defeated Giovanni?

 

Once you have defeated Giovanni you can find the eevee in one of the pods scattered around the team rocket hideout. Once you intereact with the correct pod an actual eevee pokemon will be given to you. It should look like this: FUI3ROV.png
