I did not receive an Eevee from Sergeat Rick in Celadon City because my party was full. I have checked every box in my computer and the Eevee has 100% not been sent to my box. It looks like I can't progress now after having completed the casino Rick just asks where the Eevee is and tells me to go get it... What can I do?

The eevee the sergeant 'gives' you isn't an actual pokemon. When he says that its just a trigger to allow you to continue with the quest. So it shouldn't have appeared in your party/box. You said you completed the casino, which I assume meant you have defeated Giovanni?

 

Once you have defeated Giovanni you can find the eevee in one of the pods scattered around the team rocket hideout. Once you intereact with the correct pod an actual eevee pokemon will be given to you. It should look like this:
