Now many people will turn their backs because of the subpar speed but I would like to provide some theorycrafting to show what it is not as bad as many think.Weavile is a fast pokemon (125 base speed) and already outspeeds most metagame with a jolly nature.The 15 speed IV makes Weavile reach 366 speed which is enough to outspeed 116 base speed pokemons like Zebstrika(364 max speed).Here is the list of pokemons that outspeed Weavile due to his mediocre speed IV.

The black lined pokemons are not yet available or mega evolutions which are also not yet implemented.Dugtrio can get 1-shot by Ice Shard.SO Basically Sceptile,Alakazam,Greninja,Noivern,Swellow and ofc Weavile can outspeed it with max speed IV and increasing speed nature.That's 6 pokemons.Sceptile,Alakazam,Swellow and Noivern are vulnerable to Weavile's STAB attacks and they will be probably switched out because your opponent doesn't know you have low Speed. That leaves Greninja and Weavile.Weavile vs Weavile situation is tricky,since even with max speed you have 50/50 chance to brick break first.So basically the rare pokemon Greninja is your only issue.

Sure it's a PRO MMO and every bit of stat you have counts,but with good decision making you can alleviate the problem completely,and also there aren't many Weaviles out there with perfect defences and good attack.
