Alolan Vulpix is currently catchable in the Vulcan Cave 2F on Land, during Morning and Daytime only.

 

You may be able to encounter it during other events, such as Valentine's day event in the Whitmore Residence Frontyard, or during the Christmas event in the Oakwood Cavern 2F (this one requiring an active Membership to be encountered).
