attempting to see if he used dig differently on my other pokemon

when fighting LT SURGE my pikachu vs his raichu he is faster and uses dig i use dig but instead of him taking his turn and missing with dig my pikachu finishes his dig the same turn i started the move and misses and he hits me with dig even though he started dig first

Your Pikachu and Lt.Surge's Raichu might have the same speed.

This turns into a speed-tie where it is completely random who goes first.

i tested that theory but it's the same constant he always goes first with dig than i dig bt i finish dig the same turn i use it causeing him to beat my pikachu but i did just beat him by constant swapping and spamming quick attack but i noticed i got no exp through that whole fight(i did lose 5+ times) and got no money either

You don't get any exp from gym leaders in subsequent battles if you lose to them.
