The Lapras in Pallet Town is part of the Mew quest.

After obtaining the Caught data of all Kanto Pokemons, as well as 71 Evolution data, you will be able to claim the Old Sea Map from the Know it all Man, inside the Celadon Office. This map allows you to go to Faraway Island, where you can get an attempt to catch Mew.

To reach this island, you will need to talk to the Lapras between 12:00 and 13:00 Poketime.
