Since alot of time has passed here being over a month, this user no longer holds the funds to honor their bid to be able to force this trade.
Normally we would punish for this but this auction has been outstanding for weeks now and was just brought to our attention by your report recently.
With this being said i will be voiding this sale, you are free to resell/auction this gyarados if you wish too.

@boyloveboy4ever has been warned in game since they do not have a forum account.
