I have a problem with teleport quest. I talked with the Security Officer and he sent me to Wattson, but there isn't any leader. Wattson is standing outside the New Mauville and isn't giving any instructions. There also aren't any grounds inside. 

I can't proceed with the quest because of this. 

What did Wastton say to you. After you talked to him, you still couldnt go to New Mauville ?XD
