upon going into the maze a lot of times i figured out that the way to find TM-13 then the abondoned pokemon follows a simple priority direction rule :

 

up > right > down > left.

 

 

this means you keep going up, if you cant go up you go right, if you cant go up or right you go down, if you cant go up or right or down you go left.

 

this is how i made it to TM - 13 everytime in less than 5 min, after you find TM-13 u just go left then down for the abondoned pokemon. :)

 

 

trust me this has no errors if you follow that rule exactly you will easily find both the TM and the abondoned pokemon :)
