Hello Im doing my time going through all of the regions. I have just completed the Hoenn E4 and Campaign. I read on a forum that I had to talk to paul in liliycove, but Ive scoured that city and found no paul. What am I to do?

You can find Paul there and start the quest there to go to Sinnoh.

As @Mysticwind indicates on the screenshot, you must go to the Lighthouse in Lylicove to be able to find Paul.

Here is a guide for Sinnoh Quest, if needed.

Let me know if you still can't find Paul!

As you see here I cannot see/find paul, I have passed and beated the E4 for the hoenn and idk what to do now, i even did the teleport quest to. Did i do everything? (I am a hoenn champion)

Wait do i need to beat the team galaxy grunts to proceed to the sinnoh region? 

Yes in the first city of Hoenn where you picked your starter

ahhhh okay i starrted that quest but didnt finish cuz someone told me i just had to talk to paul to move into sinnoh. tysm!
