Could ik if froakie with the protean ability, that could possibly get battle bond when it evolves into greninja is only available in necropolis and if so is it currently unavailable in the halloween event?

Battle bond froakie is not currently huntable. It is huntable during events for certain period if time and is announced when it's huntable. You can follow the announcement channel in discord server for information about when it will be huntable again.
