There are actually 2 different forms of Drilbur/Excadrill, both from Halloween Event.

You can actually hunt for both of them outside of Event Island anywhere Drilbur spawns. But with 50/50 chance to get one or the other form.

To get a more precise hunt, as announced on Discord, here are the locations :
